Jean On the Issues

     Jean Dowding supports strong community initiatives, advocating for a favorable economic environment for business owners; good paying jobs; the quality of life and rights of veterans and seniors; and improving our educational and vocational systems.   She is committed to thinking outside the box to bring innovative problem-solving ideas to the common goals and concerns of ALL Delawareans. 

     As your – FULL-TIME Representative, Jean will continue to stand up and speak out for the greater public interest and, carefully, consider your concerns without prejudice or favoritism.

ECONOMY and JOBS:   Jean actively supports entrepreneurs and free enterprise by working with community business owners to create good paying jobs and a favorable economic environment.  Jean Dowding supports House Bill 460 because a fiscal climate that fosters job creation and long term economic growth requires spending restraints. House Bill 460 Constitutional Amendments addresses systemic long-term budget challenges to improve fiscal policies; control our financial future and, more effectively, manage Delaware’s financial accountability practices to meet the needs of ALL Delawareans in a responsive and sustainable way in lean years and in times of surplus.   

EDUCATION and SCHOOLS:   Jean brings the knowledge, skills and experience as an Educator in elementary, secondary school, and college classrooms and her dedication as a Senior Instructor who taught Strategic Leadership Development Skills for Officer and Enlisted Personnel in Officer Candidate School (OCS) and NCOES Regional Military Academies.   Jean will be OUR voice for advancement in education to secure a future of quality education for our children and grandchildren.  She is focused on: Improving educational standards and expanding vocational training to promote profitable career paths for real business opportunities; Empowering parents, teachers and students – with a shared and collaborative responsibility for educating our children in the classroom and in the home.  The teacher in the classroom has first-hand knowledge and student interactive experiences to be able to make learning needs assessment decisions.  Decreasing classroom size; and retaining and attracting qualified STEM teachers with incentives like student loan debt forgiveness.
